Luella Special Utility District offers a wide variety of convenient payment options for our customers. Simply choose the option that best suits your needs.
Security & Privacy: We respect and are committed to protecting your privacy. Your payment and personal information is always safe. Our Secure Sockets Layer (SSL) software is the industry standard and among the best software available today for secure commerce transactions. It encrypts all of your personal information, including credit card number, name and address, so that it cannot be read over the internet. We will not sell your information to anyone.
Refunds: All refunds will be provided as a credit to the credit card used at the time of the transaction.
Payment By Mail
If paying by check or money order through the mail, please send all payments with your payment coupon. To avoid late fees, please mail your payment at least five-seven business days before the due date specified on your bill.
Online Bill Pay
All you need is your water bill account number, service zip code and your credit card number. There will be a convenience fee of 3% plus $1 for all online and phone bill payments. You may also call (903) 904-0148 to make a secure payment via the telephone.
Automatic Bank Draft
The worry-free way to pay your water bill. With this service, the amount of your monthly bill is automatically deducted from your bank account and credited to your utility account on the 5th of every month. If the 5th falls on a holiday or weekend, the bill will be drafted the next buisness day. There is no set-up fee or charge associated with this method of payment. To set up Automated Bank Draft, simply download and fill out the Bank Draft Form at the bottom of this page and drop it off or mail it to our office, along with a voided check.
Payment Drop-off Location
You may pay your bill in person at our office address. There is an accessible drive up option to our blue drop box located in the parking lot. Also, you can put your payment in the mail slot on the front door of the building. There is a black box that has envelopes for your convenience. Do not put payments in the black box because we do not check this on a regular basis. If a payment is put in there and it is not recieved by the 15th, a late fee will still be added to your bill. We accept cash, check, or money orders. The office does not have cash on hand. If you do not have the correct change, anything extra can be applied as a credit.
Payment Through Financial Institution Online Bill Pay
Many financial institutions such as major banks offer their customers the ability to pay their bills via an online bill payment service (through your bank's website). Normally, these services debit the customer's checking or savings account to pay the bill and mail a payment to the office. Depending on the financial institution, they may or may not charge a fee for the service. Payments may take up to ten business days for the office to receive the payment.
